UIB – Summary Board Meeting of April 1, 2008, Paris , France

The UIB board was guest of the French baker association and the organizers of the Europain, together with the iba the biggest baker fair in Europe . President Bert Kolkman thanked president Jean-Pierre Crouzet and vice-president Christian Vabret for the excellent support and organization in Paris . 22 countries were represented in this spring meeting.

The next congress, an increase of the subscription to 3000 Euros will be proposed.
Secretary-general Renaldo Nanzer will be discharged at the congress 2008 in São Paulo . The Spanish association under its president Lorenzo Alonso is prepared to take over the secretariat-general from January 1, 2009. The board unanimously named José-Maria Fernandez del Vallado as secretarygeneral from January 1, 2009.
The organization of the UIB is extensive. Secretary-general Renaldo Nanzer prepared organization regulations where all areas and duties are listed. The presidents of the UIB will analyze the regulations which will definitively be settled at the congress in October.
The Presidency finds the present automatic filling of offices antiquated and proposes the board to nominate now four vice-presidents and one treasurer as well as a co-opted member of the presidency. The filling of the offices will be discussed and elections will be held at the annual assembly. This re­organization of the by-laws will be regulated in October—after an intensive analysis in the member countries.

Cooperation with the fedima
Presidency and board agree to analyze and discuss several topical problems in different areas of the grain market, the shortage of raw materials, their de­na­turing, the factor health of the bread, the bread additives etc. in co­op­er­a­tion with the umbrella organization of the European ancillary industry.
An auxiliary membership is not realized in order to ensure the necessary neu­trality and autonomy and to continue the cooperation as equal partners. The UIB will go on to strengthen its position as the worldwide umbrella organization of the bread production and—by this—to safeguard the interested of the bakers.
A determination of positions between the UIB and the fedima schedules in a first phase the setting up of two working groups which will attend the grain and flour problems, the reduction of salt content, the vitaminizing and the consumption.

Recently, the situation of the raw material grain and the bread production worsens strongly. The bakers are much worried about the growing demand for food and its increasing shortage. The crude oil prices go up that much that the production of Ethanol by denaturing grain and especially bread grain becomes interesting. Today, some countries support this kind of fuel in a large scale. Especially two problems result of it: The food grain and bread will run short. The prices increase, the bread production and the supply of the population with bread is jeopardized. In many countries bread is and should remain the basic food. Therefore, it's now for the governments to ensure the grain production to manufacture bread. UIB and CEBP agreed to a resolution to take all this aspects in account. This common demarche shall help all UIB member countries to apply to their governments and to call their attention to this problem. The definite resolution is in work and will in April be settled and realized with the members.

The presidencies of the commission Formation and Marketing and Publicity will be refilled in October. Switzerland is interested in the commission Formation. The secretariat-general elaborates in a working group the preconditions and the duties of these commissions.

The International Professional Certificate is demanded by experts of the baker profession willing to continue their education in other countries and to impart the excellent training in the UIB countries. Secretary-general Renaldo Nanzer applied to the board to extend the use of it and to give other coun­tries the possibility to issue it. In a document all possible vocational ques­tions—foundation of the professional certificate—are listed. Interested mem­ber countries—not issuing it yet—analyze the possibility of their education and the fulfillment of the requests.

On October 16 the next World Bread Day will take place. The poster will be sent to all member countries in May.

The French association—under the direction of Christian Vabret—collects in a survey basic data of the baker trade. With great interest, the delegates fol­lowed the presentation of the evaluation. Till now, twelve countries answered. The evaluation is at their disposal.

President Bert Kolkman congratulated the participants of the International Pro­fessional Competition of Young Bakers 2007 in Goteborg . The Swiss Claudia Furger won the first price.

The UIB countries—by their presidents—are responsible for this competition. The presidency decided to prepare concrete preconditions regarding participation and competition guidelines. A next jury meeting will take place before summer 2008 in Switzerland .

The Coupe d'Europe 2008 will be held in Sevilla , Spain , during the Fair of Sevilla from October 3 to 6, 2008.

The Coupe du monde de la boulangerie was held from March 29 to April 2, 2008 during the Europain in Paris . France won before Taiwan und Italy .The iba Cup will take place during the iba in Düsseldorf from October 3 to 9, 2009.

CEBP
President Henri Wagner informed from the European baker commission. Special emphasis was given to the common resolution and the problems the commission in Brussels in confronted with.

CIPAN
President Marcos Salomão informed about the cooperation of the CIPAN coun­tries and the creation of CIPAN regions. His remarks about the ‘Coppa Bungi', an important marketing campaign in Brazil , were interesting, too.

Bert Kolkman also mentioned the interesting report about bread ‘The pan and the parapan' of the Brazilian association. It is available on www.uib.cc .
